The Oregon boat (vessel) bill of sale form facilitates the exchange of property between two willing parties. Certain data specific to the transaction is noted within the form creating an account of the sale. This data includes information regarding the vessel being sold, seller, and buyer. It is advised that both the buyer and seller preserve a copy of the form to store in their records for future reference.
How to Register a Boat
If you have recently acquired a new vessel in the state of Oregon, it is imperative that you register it with the OSMB (Oregon State Marine Board). This can be arranged by visiting a boat registration agent and supplying the following:
- Proof of Possession:
- Bill of Sale
- Signed-Over Title
- A completed Oregon Application for Boat Title and/or Registration (Form 250-R07).
- HIN Inspection Certificate (if applicable) – Subject to ORS §830.825
- Payment to cover any fees associated with titling and registration.

Step 3 – Seller(s) Information – If the seller(s) acknowledges that the above information is accurate and the vessel is free of any liens, they must supply the following to release all rights, title, and interest to the buyer(s):

- Co-Owner Printed Name (if applicable)

- Date
Step 4 – Buyer(s) Information – The new owner(s) of the vessel must record the following personal details to the agreement:
- New Owner’s Name (Last, First, Middle Initial)
- New Co-Owner’s Name (Last, First, Middle Initial) (if applicable)

- New Lienholder (if applicable)
